This EU-wide tender ‘Central project evaluations — Framework Agreement Lot 2: Education’ (Framework Agreement 2/12) is carried out in order to implement the second portfolio of the GIZ central project evaluation system. The goal is to enter into altogether 12 framework agreements with pools of evaluators who will carry out evaluations from 2020 up to 2022. Bidders may be freelance/self-employed persons or consulting firms. The different types of evaluation (mid-term and final) are designed to provide a robust insight into the results of the projects which GIZ carries out on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and together with our partners. To ensure the comparability of project evaluations in German development cooperation and at the international level, GIZ applies the 5 evaluation criteria agreed by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD).
