The Togolese healthcare system is underfunded and lacks adequate infrastructure and qualified staff. As a result, mothers are 57 times more likely to die in childbirth than in Germany. Factors such as climate change and the COVID-19 pandemic are further weakening healthcare provision. In January 2024, the German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned GIZ to implement the health project 'Health System Strengthening - Sexual and Reproductive Health and Rights' (Projet de Renforcement du Système sanitaire et santé de la reproduction et des droits sexuels au Togo, "ProSanté III") in Togo. The project aims to ensure that actors at all levels of the health system, including the municipal level, strengthen the realization of the sexual and reproductive rights of the population. The health project contributes to the goal of the health development plan of the national partner, the Ministry of Health to achieve universal health coverage and gender equality. The project is expected to end in December 2026. To achieve the goal of universal health coverage, Togo is currently seeking to establish a national health insurance system. To foster the quality, demand and utilization of health services, the condition of the health infrastructure and equipment need to be improved. Therefore, the Togolese government has initiated several projects to build and rehabilitate the health infrastructure. These include the procurement of new materials and medical and non-medical equipment. GIZ intends to contract a service provider for technical advice on the maintenance and repair of health infrastructure and equipment. The consultancy services will be provided at national level and in the three regions (Kara, Centrale and Savanes) and the 135 health facilities in which the ProSanté project operates in Togo. The awarding of the consulting services for maintenance and repair in the health sector includes support for the development of a national strategy, the development of a set of rules and regulations for maintenance and repair funds and the establishment of a functioning maintenance and repair system, including the necessary workplace-based activities for sustainable capacity development.
