81285894-Technical support for the implementation of the DGG project in Rwanda

The German Federal Ministry for Economic Cooperation and Development (BMZ) has been supporting the Decentralization and Local Governance sector for several years through the project "supporting decentralization as a contribution to good governance (DGG) in Rwanda" implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The fourth phase of DGG runs from 01/2023 to 12/2024. The envisaged Outputs are as follows: 1) local planning and service delivery; 2) local PFM and revenue enhancement; and 3) citizen participation and accountability. GIZ is seeking to procure the services of a contractor (consultancy firm or consortium) to carry out localizing DNCs and their integration in local planning process, implementation of communication campaign on several topics, different measures for local revenue enhancement, capacity development, and training CSOs on advocacy.
