81282427-Development and Implementation of Sandbox Digital Government Services Platform - GovStack

In 2020, International Telecommunication Union (ITU), Estonia, GIZ, and the Digital Impact Alliance (DIAL) launched the "GovStack initiative" to accelerate national digital transformation and digitalization of government services for the achievement of Sustainable Development Goals (SDGs) by 2030. With the support from the expert community, the GovStack initiative develops specifications of building blocks used to implement a variety of use cases in the realm of digital governance services. These building block specifications will be available as "digital public goods" for use by the global community. Quality and quantity of building block specifications will be part of a continuous improvement process in an open and collaborative manner. To showcase and test an implementation of these building block specifications, a sandbox (or also called testbed) is to be developed and maintained. While the one sandbox is a crucial element of the GovStack initiative, the broader objective is to make every step in setting up the sandbox replicable by other community members (e.g. governmental organizations). The implementation and operation of the sandbox includes use cases and the information mediator building block - the other building blocks which will be integrated are operated by respective vendors.
