In response to the global refugee crisis, the United Nations (UN) has adopted the “New York Declaration” on an international level which is the basis for a Comprehensive Refugee Response Framework (CRRF). The United Nations High Commissioner for Refugees (UNHCR) was mandated by the New York Declaration to develop and launch the implementation of the CRRF in specific situations. The overall objective of the CRRF is to support governmental and administrative bodies affected by refugee crises at national, regional and local level. Uganda is the country with the highest number of refugees in Africa. Measures to sustain water supply and sanitation services in line national and international refugee strategies are insufficient (core problem). The intervention is: “In selected refugee hosting areas measures to sustain water supply and sanitation services have been implemented in line with national and international refugee strategies.”
