Commissioned by BMZ, the GIZ supports the African Union with the promotion of cross-border infrastructure under the Programme for Infrastructure Development in Africa (PIDA). PIDA was adopted by African Heads of State and Government as the continental framework for regional infrastructure in 2012. The first PIDA Action Plan comprises more than 400 projects in the sectors energy, transport, transboundary water management and ICT. PIDA as a continental framework is managed by 2 institutions: The Directorate for Infrastructure and Energy of the African Union Commission (AUC-DIE) and the NEPAD Agency as the technical arm of the African Union. NEPAD is mandated to develop and apply specific instruments to promote the implementation of PIDA projects in liaison with the Regional Economic Communities (RECs) and their Member States (MS). The NEPAD Agency has conceptualized the PIDA Service Delivery Mechanism (SDM) to provide capacity and expertise for early-stage project preparation.
