BGR intends to award a Framework Contract on strategic policy advice to support AUC/AMCOW’s evolution towards a Strategic Groundwater Program and associated tools for adoption by Member States into the new post-2025 successor to the Africa Water Vision. This Framework Contract includes advisory support to the policy process itself with the AUC/ African Ministers Council on Water (AMCOW), and in the contexts of specific issues arising within German Development Cooperation. The Framework Contract also includes the development or progression with regional and international partners on targeted actions on tools associated with a Strategic Groundwater Program supporting Member States within the four Blue Africa areas of Policy, Finance, Governance and Management. Within these four areas, BGR intends under the Policy Support Programme to enter into agreements with Partners, so as to procure the Partners’ development of an enhanced suite of products and tools that (under other mechanisms, including but not limited to German Development Cooperation) can be used by African Member States to progress the three-pillar narrative (according to demand). BGR seeks that such products and tools be progressed, where possible, under the political framing of AUC/AMCOW, and in continuation of the collaborative spirit of APAGROP, with a clear purpose of each area improving the investment and implementation spaces.
