- 05.06.2025: Vertragsänderung veröffentlicht · In accordance with Section 132 (2) sentence 1 no. 2 lit. b GWB, the modification of the Avature Recruiting Software to include the additional Performance Management application is permissible, as a change of contractor would cause significant inconvenience for TenneT as a sector contracting authority. In this context, it is important to note that the recruiting software and the talent management system are human resources management systems that work with highly sensitive, personal data. Data security and consistency are of utmost importance here. The simultaneous use of multiple systems increases the likelihood of data inconsistencies and security gaps in the storage, processing, and transmission of this data. This can not only lead to significant quality losses in the database, but also harbors considerable risks with regard to incorrect synchronization or multiple storage of data without a restriction to a specific purpose. Interface-based data synchronization is more susceptible to security breaches—every additional system component increases the potential attack surface and the risk of data breaches. In addition, the parallel use of two systems inevitably leads to a loss of efficiency. Employees of the people department are forced to switch between systems, which significantly interrupts the workflow and unnecessarily complicates access management. The additional coordination effort increases IT complexity and results in double maintenance costs, higher training costs for administrators and end users, and a fragmented technical support. The lack of a holistic view of the talent pool is strategically problematic. The division of information across two separate systems makes it difficult to centrally manage talent development and significantly increases the complexity of data-driven decisions at the management level, as data is sometimes redundant, incomplete, or delayed. This is contrary to the principles of resource-efficient, strategically aligned HR management. Section 142 no.3 GWB is applicable in relation to TenneT as a sector contracting authority.
