- 04.02.2026: Ausschreibung veröffentlicht · Hintco (Hintco NG GmbH) will adjust the deadline for receipt of Requests to Participate until 7 April 2026 18:00 CEST. As addressed in the auction documents (see Section 2 'Performance Specifications’) as well as the TED-Notice (Notice-Number: 619904-2025; OJ S 182/2025 23/09/2025), the available budget of for the Global Lot (EUR 597.95 million), consisting of the share provided by the Netherlands as well as the German share, are subject to a shift. Regarding the German funds, the parliamentary processes for the German federal budget laws for the years 2025 as well as 2026 were concluded in 2025. Among other things, they include additional budget as well as a shift of funds available from 2032 onwards (four-year deferral from 2028 to 2032), while preserving an overall HPA-length of 10 years. The European Commission has already given its approval, and the Grant Decision is currently being revised. Although financial resources provided by the Netherlands are currently unaffected, a formal process has been initiated to shift also the Dutch funds from 2028 to 2031 onwards (three-year deferral). The European Commission has already given its approval. This process is expected to be finalised in April 2026. Such a budgetary shift is common budget practice in the Netherlands; however, like any budgetary shift, remains subject to parliamentary approval. In any case, additional funding is not automatically associated with the availability of these funds for the Global Lot. It is at Hintco’s discretion how to integrate the new or changed funding in the auction procedure for the Global Lot. Awarded bidders will be awarded two distinct HPAs from both the Netherlands (HPA NL) and Germany (HPA DE) with a maximum duration of 120 months each. With regard to the estimated duration of the HPA NL and the HPA DE it is clarified, that payments under the HPA to the awarded bidder of the Global Lot could therefore occur for more than ten years, while the duration of the individual HPAs (HPA NL and HPA DE) and thus the duration of payments from the Netherlands or Germany individually will be no more than ten years.
