## Leistungsumfang

The contract is part of the BMZ-funded project "Early Childhood Education for Jordanian and Syrian Children in Jordan (HEROES)", which is mandated by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), jointly with the Jordanian Ministry of Education (MoE). The project has a duration from 2019 to 2025 with a total financial volume of 6 million EUR. It primarily focuses on improving the access to high-quality, inclusive early childhood education and creating?additional capacities in the public and private non-profit education sector in Jordan. The project implements this through a multi-level approach encompassing the macro-level (Ministry of Education), meso-level (education authorities at directorate level), and micro-level (schools and families). The project with its three components focuses on improving access to early childhood education for all children with a focus on vulnerable children: refugees and children with disabilities while aiming at contributing to closing the gaps in education. Module objective 1 focuses on supporting the public KG system to increase KG offers through MoE support, infrastructure rehabilitation, and the creation of a child-friendly learning environment. Module objective 2 aims to improve the preconditions for a sustained increase in kindergarten places in private non-profit institutions through supporting them in devising sustainable strategies for expansion. Module objective 3's main focus is improving the access to KG for vulnerable children aged 4-6 years in selected communities or camps. This output focuses on refugee children and children with disabilities or special learning needs. GIZ is seeking the services of a contractor (consultancy firm or consortium) through the provision of a short-term expert pool to provide advice on early childhood education policy and teacher development.
