## Leistungsumfang

Over the last 30 years, the Ugandan CSO sector has witnessed an exponential growth in the number of organisations registered. Despite having a relatively large CS sector and the general availability of funding, the possibilities for political participation of Uganda’s civil society and to effectively claim transparency and accountability of government remain limited. This situation is influenced mainly by the legal and institutional framework for CSOs, their acceptance and recognition by state institutions as dialogue partners and their capacities at the level of the organisations and at the individual level of their staff. The EU and German Development Cooperation co-funded Civil Society in Uganda Support Programme (CUSP) aims to address all three factors, however, the capacities of CSOs and their staff members are of particular relevance for this consultancy.
